Lagos State Head of Service Games: Penalty Shootouts and Big Wins Define Round of 64

The 2025 Lagos State Head of Service (HOS) Games football tournament has delivered drama, goals and surprises as the men’s competition progressed from the round of 64 to the round of 32, while the women’s tournament advanced to the quarterfinal stage.

From penalty shootouts that stretched beyond imagination to heavy defeats and shocking eliminations, the tournament is fast becoming one of the most talked-about sporting events within Lagos’ civil service.

One of the most dramatic encounters came between the Ministry of Health and the Ministry of Environment. After playing out a 1-1 draw in regulation time, both sides engaged in a marathon penalty shootout that produced a total of 25 kicks before Health triumphed 13-12.

Defending champions Health Service Commission (HSC) also survived a scare, relying on penalties to edge LASRRA 5-3 after a goalless match. Judiciary recorded one of the most emphatic scorelines of the tournament so far with a 10-0 demolition of Tertiary Education, while perennial women’s champions Public Service Office (PSO) displayed their dominance by thrashing the Office of the Surveyor General 6-0.

Other matches saw LASTMA progress after Waterfront failed to show up, Transportation edge MYSD 1-0, Wealth Creation claim a 2-0 victory over LASEMA, and SUBEB women hammer the Domestic Violence team 8-0.

As the men’s category moves to the round of 32 and the women’s tournament heads into the quarterfinals, anticipation continues to grow with places in the soon-to-be-launched HOS Premier League on the line. Winners from this round and four best losers will qualify for the elite league, further raising the stakes for every fixture.
